PRIORITIES OF THE NEW CONSTITUTION DISCUSSED AT ABAI UNIVERSITY
A scientific and practical seminar titled "Main Priorities and Social Significance of the New Constitution" was held at Abai University. Organized with the support of the Ministry of Science and Higher Education of the Republic of Kazakhstan, the event aimed to analyze key changes in constitutional legislation and define the role of the Basic Law in protecting human rights. The meeting was attended by renowned legal scholars, representatives of law enforcement agencies, university faculty, and students.
The official part of the seminar began with the solemn performance of the National Anthem of the Republic of Kazakhstan. Gulnar Balakhmetova, Deputy Dean for Research and International Cooperation of the Faculty of History and Law at Abai Kazakh National Pedagogical University (KazNPU), delivered the opening speech. She emphasized the importance of the gathering and expressed confidence that the meeting would serve as a platform for open discussion and fresh ideas.
Shynar Abzelbek, a representative of the Almaty Department of Justice, provided a detailed report on recent innovations within the department. She highlighted digitalization efforts, including the use of Artificial Intelligence, the efficiency of 24/7 chatbots, and the department's educational and preventive measures. Furthermore, the speaker invited students from the university’s "Legal Clinic" to undergo professional internships at the Department of Justice, reaffirming their commitment to supporting young specialists.
Aiman Sarmanova, Head of the Almaly District Police Department and Police Lieutenant Colonel, outlined the importance of the principles of legality and order in ensuring the rights and freedoms of citizens. Meanwhile, Rauza Alieva, a judge of the Specialized Inter-district Court for Administrative Offenses of Almaty, shared valuable insights regarding the constitutional foundations of administrative proceedings.
Madi Akhat, a criminal police officer, delivered an engaging and informative presentation for the youth. He showcased a video of a special operation conducted this year to dismantle large fraudulent call centers. The officer explained the mechanisms of illegal money transfers, how "dropping" schemes operate, and ways to prevent phishing through real-life cases, strictly warning students that "easy money" often leads to serious criminal liability.
The scientific discussion featured professors from the Department of Jurisprudence of Abai KazNPU, including Bakhytzhan Toleubekova, Binur Taitorina, and Associate Professor Bakhytkali Koshpenbetov, as well as first-year students Viktoria Shtikel and Erzat Kalzhigit. Participants noted that the Constitution is the bedrock of social accord and that explaining the essence of ongoing reforms to the younger generation is a key prerequisite for developing a legal culture. The students demonstrated high political literacy by offering their own analysis of the legislative process and the proportional electoral system.
