THE ESSENCE OF THE CONSTITUTIONAL REFORM WAS EXPLAINED
An important event dedicated to explaining the key priorities of the constitutional reform was held at the academic building of the Sorbonne–Kazakhstan Institute at Abai University. As part of the meeting, a guest lecture titled “Constitutional Foundations of Kazakhstan’s New Model” was organized, featuring prominent public figures as speakers — sociologist Gulmira Ilyeulova and political scientists Andrey Chebotarev and Marat Shibutov.
The speakers, who are members of the National Council of Public Trust under the President of the Republic of Kazakhstan and participants of the National Kurultai, presented an expert analysis of the draft of the new Constitution. The lecture was attended by first-year students of the Sorbonne–Kazakhstan Institute and the branch of the University of Lorraine, as well as volunteers of the national movement “Accelerator of Kindness – Ambassador of Goodness.” During the meeting, the essence and significance of the constitutional amendments, as well as their impact on the country’s political modernization and social development, were comprehensively explained.
In today’s rapidly changing environment, both society and the state must continuously evolve. The expansion of digital opportunities and the transformation of social relations require the Basic Law to adapt to contemporary realities. In this regard, political scientist Marat Shibutov introduced the audience to the history of the current Constitution, describing the mechanisms of its formation and the stages of its development, and elaborating on why the French model was chosen as its foundation.
Sociologist Gulmira Ilyeulova emphasized that the previous version of the Constitution had been adopted under entirely different social conditions, whereas the current digital era has necessitated the revision of a number of provisions. Political scientist Andrey Chebotarev provided an overview of the country’s political system and the progress of ongoing reforms, highlighting the importance of the proposed amendments.
At the conclusion of the meeting, the guests encouraged students not to remain indifferent to political processes, to carefully study the new Constitution, and to develop their own civic stance. The experts also stressed the importance of participating in the referendum scheduled for March 15 and, in an open dialogue format, answered all students’ questions regarding the future legal framework of the state.
