ISSUES OF PERSONAL DATA PROTECTION DISCUSSED

Today, Abai University hosted a roundtable discussion titled “Constitutional Guarantees for Personal Data Protection in the Republic of Kazakhstan: Fundamentals of Digital Security” within the framework of the “Law and Order” principle. The high-level meeting brought together leading national scholars, qualified experts, public activists, and representatives of youth organizations to discuss pressing issues facing society. Participants comprehensively examined legal mechanisms for protecting personal data, measures to counter cyber threats, and ways to elevate citizens’ information culture to a new qualitative level.

 

Opening the roundtable, the University’s Vice-Rector for Social Development, Maksat Zhakau, noted that the rapid development of new technologies is creating new demands in the field of human rights protection.

 

Information security is not merely a set of technical measures. Digital literacy is a strategic direction directly linked to national security, determining the country’s sovereignty and stability. Meanwhile, the state’s cyber defense capability is the main guarantee of our future, the Vice-Rector stated.

 

According to the experts participating in the event, studying international experience in personal data protection and effectively implementing it within domestic legislation is a pressing necessity. The discussion also addressed the harmful impact of online fraud, phishing attacks, and misinformation on society. In addition, participants highlighted the hidden risks associated with social networks and mobile applications used in everyday life, emphasizing the importance of fostering “information hygiene” among young people.

 

The meeting also provided an in-depth analysis of the principles of the “soft power” theory in international relations and its modern characteristics. Today, the digital space has become a tool influencing the ideological development of states, shaping public consciousness, and promoting national interests. In this regard, improving media literacy among the younger generation, developing critical thinking skills, and teaching the ability to filter information are considered fundamental elements of national resilience.

 

Participants also exchanged views on young people’s personal responsibility in the online environment, the strict observance of cybersecurity rules, and the specific features of modern political communications. As a result of the roundtable discussion, important recommendations were adopted to promote a culture of personal data protection, systematically conduct legal awareness initiatives, and enhance the digital literacy of society. Events held within the framework of the “Law and Order” program will continue on a regular basis in the future.
